Can a grammar reference another grammar?

For instance I would like to create a grammar for ID3 tags which could be used in both flac and mp3 grammars

Yes, this is possible. Use the "Grammar Reference" element in order to continue parsing with another grammar.
Simply right-click (or ctrl click) on the element after which you want to reference the grammar, then select Append/Grammar Reference.
